Remedy
The units can be used provided the following interim measures are provided: All exits including roller shutter doors are open; Adequate members of staff remain in the units while relevant persons are on site; implement adequate means of warning in case of fire; provide adequate torches to the members of public; limit members of the public to a manageable number. Front door locks to main units to be changed so that only staff can gain access.
